The essay considers New Orleans as the case study city which came under the disaster effects of Hurricane Katrina. The essay argues that the new order that was superimposed was one which had some transformative changes. However, it also ended up highlighting the shortcomings and oppressiveness of previous policies in a more transparent manner.
