以前点前进,骆家辉支持这样的看法,即政治社会需要一个民主制度,一个公正的法官保障公民在社会的性质和处理犯罪的惩罚。他认为,只要人们在社会感到安全和良好的政府之外,他们的主要重点仍将积累更多的财富和贸易(骆家辉,Ch 7,43页)。换句话说,人们放弃他们的自然自由的法律共同向社会和政府保障他们的权利。当个体团结起来,形成一个社区,他们能更好地执行法律和惩罚罪犯。这是有可能的,因为这些立法的信任了(犯罪惩罚配件)的人。从而进入公民社会,一个人必须屈服于更大的多数,同意遵守规定。

Taking the previous point forward, Locke supports the notion that a political society requires a democratic system where an unbiased judge safeguards the properties of citizens in the society and deals with punishment of crime. He believes that as long as people in the society feel safe and well-protected by the government, their primary focus will remain on accumulating more wealth and in trade (Locke, Ch 7, p 43). In other words, the people relinquish their natural freedom to the laws common to the society and the government in return safeguards their rights. When individuals come together and form a community, they are better able to enforce laws and punish offenders. This is possible because of the trust laid in these legislations (punish fitting the crime) by the people. Thereby entering in to a civil society, an individual must submit himself to the greater majority and agree to abide by the rules set by them.
