The 21st edition of the World Cup will be held in 2018 and 22nd will be held in 2022. On October 29, 2007 the FIFA canceled the rotation system of continents, though the countries belonging to confederations that hosted the two previous editions now can not submit nominations. This would rule the countries of Africa and South America as potential hosts (Hall, 2005). The Executive Committee confirmed on 20 December in Tokyo that FIFA will open a bidding process simultaneously for the two tournaments. In January 2009, were sent registration forms application to partnerships (Whittle, 2006). The FIFA Executive Committee appointed the two hosts at the end of the bidding process on 2 December 2010 in Zurich giving the organization of the 2018 World Cup to Russia and the 2022 World to Qatar. After the selection of host candidates for the FIFA World Cup 2006, FIFA decided a new policy to determine the hosts for future World cups. The six confederations in the world will be rotated to host the championships, to a specific issue within their national associations. This system began with the selection of South Africa 2010 and Brazil 2014, open to members only CONMEBOL and CAF, respectively (Kirkup, 2007).
